Zone provides a number of services that are designed to help our clients make informed decisions when purchasing land, designing development and subdivision proposals and making applications for resource consents. Legal Searches and Property Reports
All properties in New Zealand have a certificate of title. Any legal documents that relate to the land are registered on this title. This could include mortgages, consent notices, covenants, encumbrances and easements. We can do title searches and provide you with a report about the implication of any interests that may be registered on it.
Most Councils in New Zealand have development contributions that are required to be paid as part of development or subdivision proposals or at the time of building consent. We can provide you with an assessment of what development contributions would be payable for what you are proposing to do for all Councils in the Waikato Region.
Fees and Charges
All Councils in New Zealand have fees and charges that are required to be paid for processing applications. Our scoping reports identify what charges will be relevant to what you are proposing to do.
Basic Land Use / Subdivision Report
We identify where your property is, what planning notations may affect it, what legal interests are registered against it and provide an assessment of what it can be used for and how it can be developed, built on as of right, or subdivided under the relevant Councils rules.
Project Specific Report
We undertake a site visit and identify where your property is, what planning notations may affect it, what legal interests are registered against it and provide a detailed assessment of your specific proposals and plans against the relevant Council rules.

- what information you will need to provide,
- who you will need to consult with,
- what conditions are likely to be imposed,
- what development contributions will be payable,
- the estimated cost to prepare an application ,
- design suggestions to avoid non-compliance with Council rules.
We can prepare site layout plans showing the location of existing buildings and other site features on the land. In consultation with you we can prepare subdivision application plans which illustrate proposed subdivision layouts and show all information that Councils will require to be provided as part of a subdivision application.
In liaison with you we prepare applications for land use and/or subdivision consent on your behalf. This will include liaising with architects (or other specialists), undertaking consultation with service suppliers, roading authorities, iwi groups and other organisations that may have an interest in what you are proposing to do.
Applications will generally include:
- District plan assessments
- Assessment of environmental effects
- Resource Management Act considerations
Private / Council Plan Changes
We have experience and expertise in preparing private plan change applications, including presentation of expert evidence to Environment Court hearings. We also have considerable experience and expertise in assisting Councils in the development and review of district plans.
We have extensive experience in preparing and presenting submissions on behalf of public and private clients in relation to resource consent applications, district plans, plan changes and variations, Regional Policy Statements and National Policy Statements. We provide expertise that ensures that any concerns you may have in relation to anything that could affect you are presented in a clear and professional manner.
Appeals / Objections
We have extensive experience in preparing and presenting objections on behalf of private clients in relation to resource consents and plan changes at Council hearings, Court assisted mediation and Environment Court hearings.

- $100 (plus GST) plus document search fees.
- Basic Land Use Report setting out what the Council rules say: Time spent up to a maximum of $300 (plus GST).
- Basic Subdivision Report setting out what the Council rules say: Time spent up to a maximum of $300 (plus GST).
- Project Specific Report on your proposed activity: Price available on request.
Site / Subdivision Plan Preparation
- Time spent up to a maximum of $750 (plus GST).
- Amendments to plans = time spent.
All others services are provided on a time spent basis based on a fixed hourly rate. We are able to provide an estimate of costs once the nature and scope of your proposal is known.
